Google search indicates that certain sprays could have prevented this. Unfortunately the National Forest Service policy - at least in Shenandoah National Park - is to let nature take its course. 10-15 years ago almost every mature oak in the park was killed by gypsy moths. Local county jurisdictions instituted an airborne spray program and saved virtually all of their oaks - but not the park service and so complete mountain sides were covered with oak skeletons to join the hemlock skeletons. Sorry, but I don't understand the policy. Once gone they will never return - witness the demise of the american chestnut which is now extinct for all practical purposes.
