This is the top of the Palmer Lift (8500') which where people come to ski all summer. Mt Hood starts at about 1,500' (unlike Colorado mountains which start at least a mile high) so the snow level is correspondingly lower.
This ski area starts at 6000' with several lifts below the lodge, starting I would guess at 4500 to 5500 feet.
The man in the center of the photo is 79 and they let him ski for free. They plowed under the chairs so we don't touch bottom, the top of the lift seems to be buried into the side of the Mountain of snow!
