I think Richard makes a good point - as is, the sign looks oof, but not as the result of motion.
One thing that may be worth a shot is to apply a heavy dose of USM. It sort of gives a streakier , sharper blur (if you'll pardon the oxymoron).
Anyway, nice shot - normally, I'm a horizontal horizon fanatic, but the slightly askew look here works very nicely to enhance the effect.

This is the one that was closest to having a sign in focus. One handed while driving is pretty hit or miss. Hopefully I can convince my wife to drive one of these days (not that she was with me this time) so I can use 2 hands and aim.

Great idea, I'm not sure if it would have been possible, but a slighty sharper/more contrasty sign might have provided a stronger focus to the picture.
