Experimenting :) This is several effects. First off I dropped the contrast and increased the brightness of the image until I thought it looked more "pastel-y". The I applied noise filtering followed by an increase in saturation. I adjusted the setting on the water color filter until I got a soft look that I wanted and then also added a sandstone texture (scaled down to look more like coarse paper). I cropped / resized the image, added a diffuse glow to "white out the white", and boosted the saturation a bit more. Finally, I opened the image in Ulead PhotoImpact and added the "Tear" magic frame (don't know how to get that effect in Photoshop yet).
