I think New York is going for the 2006 'Venezia' Prize (awarded to the city with the largest number of important buildings closed or covered with scaffolding). The prize is named after the most scaffolded city in the world - where major buildings can close for 'restoration' for years with no hope of reopening. Barcelona was the worthy winner in 2005!
