Yes, this detail does tell a story, because of the double incongruity. We don't ordinarily see trees in this situation, and the blurred woman stepping over that tree never even sees what we can see. This image might have been stronger, I think, with a horizontal frame to help emphasize that sense of movement. I also can only see a fragment of the reflection, which makes me wonder if there might have been an even more expressive image lurking here, given the potential for a doubly uprooted tree and perhaps even a doubly blurred woman? A few steps back, or a wider focal length, and you would have found out.
