HI Christine..the wires are power lines connecting the home from the power lines outside on the street. The number is a mobile (cell) phone number. Usually an advert for a service (the service is explained in Chinese) another example here ..http://www.pbase.com/shangheye/image/49492260 As for the shoes, it's for me great example of the conjtradictions of China. The shoes make the picture! I am somewhat puzzled by the number on the right side of the picture and I wonder what the wires coming down from the top are doing there. This picture raises more questions than it answers.
