It's a commemoration of Korean resistance to Japanese occupation, although why exactly they pick 1925 as a starting date instead of 1919 may be connected to the other elevations of certain dates and events for DPRK mythology. Search "Arch of Triumph (Pyongyang)" in Wikipedia for a really short overview. They built it in 1982 so it's definitely suffused with North Koreanness.
