The Itaipú hydroelectric scheme (shared by Paraguay and Brasil). The largest hydroelectric project in the world! It supplies about 80% of Paraguay's electricity, and about 25% of Brasil's total demand! The cost of it apparently blew out to a cool US$25 billion. Who said there was no corruption in Latin America?
