This is a Krider's-type Red-tail, or most likely a Krider's intergrade. This form has been regarded as a subspecies, but is currently considered a pale, prairie morph of the Eastern Red-tail. Note the unmarked white underparts and very pale head. This bird has an interesting tail, with the basal half being white (as in Krider's) and the terminal half red like a typical Red-tail. Krider's usually are pinkish or very light rufous instead of brick-red.
This bird has wintered just east of Union City on Hwy 22 for at least the last 3 winters. I see it often, but like most Red-tails you really want to look at, is very shy and doesn't like to be seen. This is the best photo I've gotten out of several attempts over the last few years.
