BOMBSHELL: Bill Clinton says he authorized the CIA to “take out” Osama bin Laden before 9/11, but the agency scrapped the operation at the last minute over fears innocent civilians could be killed.

Clinton now says the plan “might well have succeeded” and recalled immediately knowing bin Laden was responsible when the second plane struck the Twin Towers.
