Mystery building addition

We came across this unusual structure in Alexandria, Virginia. It’s clearly part garage, but hard to imagine the purpose of the decorative windows and showy dome, in a style that’s at odds with the rest of the house.

A very intriguing find! Looks like there might be a second story inside this garage given the windows high up on the side of the garage.

It turns out that the dome clashes with the house but harmonizes with the shade of the street lamp. ~VVVVV+++~.
