It's a Canadian thing. When you go up North, past the Artic circle, the land becomes very arid, nothing grows there due to the permafrost. Just rocks, no road, no villages for long distances and the only mode of transport is by snowmobiles. They pile those rocks to indicate the direction to go. This one is a simple reproduction in the garden here but the real ones will have an arm longer on one side, telling which way to go to find a settlement. Many have small bones on top of it, what that tells you is that right beside it, you'll find a pile of rock and underneath, you'll find food for your survival. When you visit a settlement and no one is home, they all have tea cups by their door, you simply turn it upside down to say that you came by! People who live there are called Inuits in Canada, but Esquimos everywhere else.
