Canada Goldenrod with Flower Gall

Solidago canadensis

The gall is the result of the goldenrod's reaction to an egg being laid in the topmost leaf bud by a midge in the genus Rhopalomyia.

These galls are common, but most have the flowers on short stems rising out of the gall. This is the only time that I've seen flowers clustered around the gall.
