La pluie dense et tiède, non souhaitée mais toujours possible sous les tropiques, est venue troubler le cortège.

The heavy and warm rain, not desired but still possible in the tropics, came to disturb the procession.

the participants are clearly troopers, appearing not too bothered by the rain...that's a fine shot, full of colour and energy, and certainly drenched in atmosphere..
