Don Quijote is a famous discount store chain in Japan. Know locally as Donki.
Outside of each store there is a tropical fishtank.
This one has a plastic model of the Donki official character "Donpen" who is a penguin.
So, a penguin in a tropical fishtank in a store in Tokyo named after a famous literary character from Spain.
