Coast Pandan (Pandanus tectorius)
When this was pointed out to me as a flower, I was skeptical, thinking it merely to be a bunch of chlorotic leaves.
But inspection from directly below confirmed the presence of interior flower (reproductive) parts.

also a bit like an oversized grain, barley for instance...it looks exhausted having struggled through the dense cluster of leaves..
