Lesser Black-backed Gull first-cycle
What catches your eye about this bird is the whiteness of the head and neck with dark around the eye, contrasting with relatively dark upperparts, and that nearly black bill (in April). It's not quite a profile view, but notice the long wings with obvious extension beyond the tail even at this angle. Bill is fairly small, smaller than many Herrings would show. In flight this bird showed the typical dark upperwings, lacking a pale inner primary window and with dark greater coverts; uppertail coverts and the base of the uppertail were also contrasting white with dark spotting.
