Here is the info I got from the Oregon State Parks on these flowers:

The species you photographed is an Angelica species. Probably Angelica hendersonii – AKA “Henderson’s angelica” or “woolly angelica”. It is a common species of dunes and headlands on the Oregon coast. The one depicted has a slightly unusual flower head shape… they are often more like this: http://biology.burke.washington.edu/herbarium/imagecollection/taxon.php?Taxon=Angelica%20hendersonii

There is another Angelica that occurs in similar places, Angelica lucida, or “sea-watch”. Henderson’s has hairy leaves, whereas sea-watch has hairless leaves.
