This is a tough scene to capture. The luminosity range i.e. stops of light between the brightest point in the frame and the darkest is significant.
The highlights in the sun peaking through the clouds have blown out i.e. lost detail. The camera’s metering has exposed for the general scene which is the
lovely misty/foggy morning. When capturing a scene like this you have to decide whether to keep or drop the brightest points from your composition.
If you choose to keep them then aim to expose for the highlights. Shadow detail can be recovered in post up to 2 stops when shot using RAW.
Alternatively, bracket your exposure or use a neutral density filter. There is a lovely atmosphere in this scene. In order to find the most dynamic
composition you must work the scene i.e. use different focal lengths, move around, look for an interesting way to communicate the scene.
The easiest way to do this is to drop to the floor to present view that we otherwise don’t see frequently at our standing eye level.
