Fogbows are created when the sun, low on the horizon, shines through a thin mist. The water droplets of the fog are much smaller than the raindrops that create rainbows, so the resulting "bow" is much weaker in colour or colourless. The fogbow is brightest where it meets the horizon, which is how I noticed this one in the first place.
