Note the over 50% increase in daytime visitor numbers 2011-2019 to over 200,000. This has created constant traffic problems in Porthcurno and in particular on Maunsell Hill which is also the primary way to get down from the Minack and Churchtown to the beaches.
TRAFFIC ISSUES:
The capacity of the infrastructure is inadequate for the current traffic movements. Changing a temporary car park to a permanent car park at the end of an effective Cul-de-Sac is not a long term solution for the quality of experience of the people who live in or visit Porthcurno. It does not "Minimize Car Travel", one of the Conditions in the 2017 application approval under the Cornwall Local Plan 2010-2030 Policy 27:

Minimizing surely means reducing the Traffic in Porthcurno rather than increasing. There are other solutions that move the parking to outside Porthcurno.
The audience traffic is also a major problem for both the residents who live in Porthcurno and those who visit. There are safety concerns for those who live west of the Minack turn off and the ability of Safety vehicles to attend to a health emergency. This concern is well documented elsewhere.
