This looks to me like a 1st year King Eider but white on face is abnormal and bill is quite dark though a little lighter at the base. Possibly an abnormal Surf Scoter as well. Behavior and overall giss, say King Eider to me. Pix circulated to some "pros" for input; will update if received. (see Gallery Description for more commentary).
