There are also some pictures form the downstairs shower room. The walls are running with water and the paint is all spoilt. I have looked very carefully in case someone had sprayed the shower round but I could see no evidence of this - the towel rail didn't have any water marks on, the back of the door and floor also didn't look like they had been sprayed. I think it must be either damp or a build-up of condensation in the bathroom. There is a window but guess if people are not opening it the heat is rising and soaking the walls. The paint there is not a forgiving colour - if they had used white it wouldn't have shown so much. Also the paint isn't a bathroom paint by the look of it so isn't repelling the water - just soaking it up. I think that this needs sorting for the winter as it looks awful at the moment. I would also suggest mistakes were made when they were planning the room if they haven't used the right paint so should be down to them to sort for you.
