New York weevil (Ithycerus noveboracensis)

According to Bug Guide, these weevils, the adults of which are "found mostly on the limbs/foliage of many hardwoods (beech, oak, hickory, chestnut, crabapple, peach/plum trees, etc.)," are rarely encountered. This was on the trunk of a maple tree.
