The legend on the manhole cover reads "Kanalisation Weissenburg" but the manhole is in the French town of Wissembourg. This means that the cover dates from the German occupation of Alsace between 1870 and 1918 - unless it dates from WW2, although it's highly unlikely that foundry capacity would be given over to city furniture in time of war.
