The white streak at the water line faintly resembled the visible part of the diagnostic white wing patch found in many online photos of swimming White-winged Scoters, and got me wishing for it to be one. But the bird lacks the other main feature that would distinguish a White-wing from the similar female/immature Surf Scoter: the extension of feathering nearly halfway along the bill. The white streak is most likely foam.
