Me and a law officer was talking today about the moped problem. He brought something to my attention I didn't realize. I thought I covered all bases of the moped mystery. The law requires a 49 cc moped a maximum speed ( on level ground ) to not exceed 30 mph. So WHY in the HELL are they buzzing up and down Hwy 29 where the speed limit is 55 mph when they can only do 30 mph without getting ticketed ( when you consider the law as you can read below ) ?
Section 20-146 states:
“No person shall operate a motor vehicle at such a slow speed as to impede the normal and reasonable movement of traffic.”
Notwithstanding any other provisions of this section, when appropriate signs have been posted, it shall be unlawful for any person to operate a motor vehicle over and upon the inside lane, next to the median of any dual-lane highway at a speed less than the posted speed limit when the operation of said motor vehicle over and upon said inside lane shall impede the steady flow of traffic except when preparing for a left turn. "Appropriate signs" as used herein shall be construed as including "Slower Traffic Keep Right" or designations of similar import.
