Some rare atmospheric phenomenon has turned the sky an unusual blue colour. Normally it is grey.

I expect that normal service will have been resumed by the time you get home. I'm guessing that these are some form of change room; beachside council authorities are quite partial to strong primary colours. And it does indeed provide a happy hunting ground full of photographic fodder.
