These are civil workers waiting to get paid. I've learned that many of them have been working for
nine months without receiving any payment from the municipal government. They're afraid that if they
quit or stop working, they would lose their job. It does not seem fair as most have families to take
care of. I just don't know how they manage without a source of income. Unfortunately, this town
happens to be along one of the major illegal drug route in South America. The last mayor-elect who
vowed to end corruption and arrest drug dealers was assassinated before he even took office. Drug
abuse is ripe here. It is not unusual to see drug addicts as young as six years old.
