I don't know if other cities do this, but where I live, utility boxes are considered ugly and often covered with graffiti, so they came
up with the idea of covering them with photographs.
Anyone can submit a high res.image for use.I thought this one particularly appealing.

Yes, this is a great idea. They've been doing this around here more and more. In Houston, they have the graffiti artists working on the boxes. Very cool artwork and gives them something constructive to do.
