This is yet another (fancier) WILDLIFE CROSSING, designed to keep wildlife from being hit by vehicles but still letting them get from one side of the highway to the other. There are fences parallel along both sides of the highway to keep them from entering the highway, and then the overcrossing has fences along the sides to keep them from falling/(jumping) into traffic.
