I was disturbed to see that this hawk had an injured foot, which he is favoring in this cropped photo. When he took flight, it didn't seem to bother him, so hopefully it was just a temporary situation.

Actually, I don't think that is a foot! I thought the same thing but someone told me that it is some kind of appendage. The one I saw was on a Red-shouldered Hawk.
