It may be a university toilet, but their English can be improved. The plumbing system often will clog if one throws toilet paper down the toilet bowl, and often one is supposed to use water to clean one's bottom. After having done so one is supposed to throw the toilet paper (just used to dry one's posterior) into a waste paper basket.
