The Atchafalaya River has flowed over its banks many times throughout recent history. Add to that south Louisiana is like a dish - flat. The last flood was in 1978

There are levees built up to keep the water out, but the water breached the levees in 1978. The steel baffles you see were added to the top of the levee as a result of that flood
