I have watched the cormorants do that over and over at Delta Ponds. Really something to watch. And you are right, they don't miss! I decided that their necks don't stretch like a heron's, so they have trouble getting bigger prey down. And they also can't seem to turn the fish in their beak the way a heron can. So they toss it in the air. Always come down head first. :)
