A 5ft high wooden tooth W.H.Y.?

Knucklas Castle , Powys , Cymru

On the highest point of Knucklas Castle. There is no explanation notice,to say why a wooden tooth is up on the hill. His website calls it a dragon's tooth, hence wales, I suppose.
It was carved by " Rolf Hook ", sculptor. But why ?.

It was going to be a full size dragon.
But when he got the estimate for the wood needed from B&Q.
This was all he could afford.
