I think I've suddenly arrive at the end of the burn, but appearances are deceiving. What's really going on here is preservation of the forest around the Tilly Jane Campground. Obviously forest fighters were out keeping the blaze away from all the buildings on the Campground. The burn continues on above the Campground.
