Single exposure, side lit by the moon, f/4.0, 30 seconds, iso 800.
In post I opened the foreground shadows, adjusted color & applied a soft light mask.
The light on the horizon was not visible to my eye.
I suspect it is light pollution reflecting off the cloud bank and picked up in the long exposure.
