A Short-eared Owl (Asio flammeus) w/ prey in its claws (probably a Redwing thrush - Turdus iliacus).
Note the gray down hanging from the owl's beak, and the blood on both cheeks, after digging its short beak into the fresh prey.
The raised "ears" on its head indicates the owl is on the alert. When relaxed, they're flattened and don't show at all.
