Photographed in Rockcliffe Park. Last year, I photographed some galls on ninebark flowers, and John Plakidas from Bug Guide, said those ones (on the flowers) were made by a gall midge (Cecidomyiidae) in the Genus Contarinia, but the species is, apparently, as yet unknown. He also said: "These galls are so rare they are not in Gagne's red book, Gall midges of North America."
