Wilfred Bailey my Grandfather back row 3rd from left.

Leeds

I do not not know what he was doing in Leeds. As far as I know his Father ran a shop in East Stratton and he did marry my Grandmother Flora Tull who also lived in East Stratton. Oh! for a time machine.
As far I know in the 1940-50,s he was a mechanic repairing the buses of the Thames Valley fleet in Reading, Berkshire.

I think have explained this, they are puttees, I used to wear them but over the ankle not up to the knee.
