Note that the agent is holding in his right hand a container of store coupons. The city often gives coupons to visitors in an effort to generate good will. A clerk in the Tourist Office stuffed so many coupons therein that the lid broke, thus the need for rubber bands.
We got lots of these agents in London,and there will be an extra 27,000 to welcome visitors to the Olympics.
And I promise I will try never to mention the "O" word again.
