The ID of this House Finch stumped me at first as I had never seen one with yellow at the back of its neck and on its rump. A friend subsequently pointed out that it was a Yellow Variant House Finch, the yellow colour resulting from the type of diet eaten by the Finch. It may thus be a regional condition where these yellow-causing foods, probably berries, are available.
