For my "tweak" I started by removing noise & artifacts from the sky; then cloned out the flagpole and wispy flag pieces.
I did a slight crop on the left and some from the bottom. I then selected everything behind the station building and pedestrian walkway (except the light "stars" on the left)
and used Gaussian blur. Then for all but the sky I posterized. I created a duplicate layer
and again selected all but the sky and then did poster edges to a degree I was happy with.
