Photoshop CS6 Iris Blur tool, converted to sepia tone, Topaz Adjust 5 HDR heavy grunge effect after center of the building was selected with the eliptical tool. Merged visible layers, duplicated background layer used Transform Scale tool to 'zoom in" on the Union Station.
