Ok, let's see how much of this I remember. I usually just start playing, paying no attention to what I'm doing and continue until I like what I see or I trash it. I started by cropping some of the front off, then I saturated and enhanced the detail some. I softened the tree line a little from that and evened it out a bit (I probably should have also straightened the whole image some but did not). I put some texture in all but the blue water and sky. I selected an oval area including the row boat, inversed the selection and rippled the rest some. Then I selected a rectangle, copied that and pasted in and applied drop shadow all around for a thin line. On the bottom, base layer, I took that same selection and applied a tear frame to it, applied some noise and "whitening" to it and framed it all in a thin blue.

A lot of thought and effort have obviously gone into this excellent image. I like the texture. Well done!
