The flags are actually part of the historic Dolphin Club of San Francisco.

The Dolphin Club was founded in 1877, and today is a nonprofit, public-access athletic organization with a membership of about 900 women and men,
who swim in the waters of Aquatic Park, and/or row in the Bay and on Lake Merced.
