So I created to images one dark to avoid the high lights and one normal exposed for the rest.
Then used Photomatix exposure fusion to create a composite.
Then in photoshop the area round the sun was still too bright,
so I used a light grey colour filter and blended it using darker blend mode and opacity 25%
Then I actually cloned some brightish area of sky into the bit round the sun and blended that at about 50% opacity. and a bit of spot healing to smooth the edges.
Then used a saturation level to add a little saturation and hue.
And a brighness level to adjust contrast.

Then worried that I had over done it all and not sure about the final result.

Fantastic results, Pete! Not overworked at all. You really
enhanced the image wonderfully, and have inspired me to look into
Photomatix, and use PS more!

Pete, You did a fantastic job and your explanation was easy to follow. I love the way you brought out the contrast on the sun rays falling down onto the water. Bravo!

Not overdone at all Pete. Your efforts paid off very well indeed.
New to me was your use of "Darker" blend mode. l usually forget to use the modes.

Pete, to be honest a good bit of what you done went over my head.
But I love the way the image turned out, and that sky looks great.
the bit of colour in the sea matches the sky perfectly. Great job.
