When Cdr. H. W. S. Soulsby, RCN (Ret'd) of Victoria, turned his hand to preparing a "Crossing the Line" certificate for HMCS Quebec he grasped the opportunity of recognizing the training Cruiser's namesake province. This was the first such RCN certificate in the French language.
